What Is The Proposed Lodi Downtown Management District?

A PBID (Property and Business Improvement District) is a special assessment district created by property owners within a defined area to fund services and programs that directly benefit their properties and the surrounding district. Through the PBID, property owners collectively agree to pay an annual assessment, which is then managed by a nonprofit association, consisting of Northgate Blvd. property and business owners, dedicated to delivering the district’s services and priorities.
The purpose of a PBID is to provide improvements and enhancements above and beyond what the City typically provides—helping ensure that Northgate Blvd. stays clean, safe, vibrant, and economically competitive.
PBID funds are commonly invested in services such as enhanced safety and security, maintenance and beautification, marketing and events, business support, and advocacy. By pooling their resources, Norproperty owners are able to make long-term, coordinated investments that strengthen the district’s appearance, vitality, and overall appeal.
PBIDs have a strong track record across the country as effective tools for revitalization, economic development, and building community pride.

Business and property owners along Downtown Lodi have recognized for years that the corridor needs additional, consistent services to improve cleanliness, safety, and overall public perception. Drawing on the proven success of PBIDs throughout California, Downtown stakeholders have come together to propose the Lodi Downtown Management District (LDMD) designed specifically around the needs of this community.
The proposed Lodi Downtown Management District (LDMD) would—pending support from property owners—establish a benefit assessment district that delivers targeted, supplemental services to create a cleaner, safer, and more vibrant Downtown Lodi. These services would be in addition to, and not in place of, those provided by the City of Lodi, with a focus on enhanced safety, cleanliness, marketing, and stakeholder engagement.
The draft Management District Plan (MDP), which outlines the scope of services and structure of the district, is available for review.
